ICF is seeking a Data Specialist for Child Welfare Information Gateway, a service of the Children’s Bureau (CB), Administration for Children and Families (ACF), US Department of Health and Human Services (DHHS) that centralizes resources for the nation’s child welfare, adoption, and foster care professionals, along with the public.

Position Summary: The Data Specialist will support Child Welfare Information Gateway in managing, analyzing, and reporting on project data, aligning team and systems data across the project for an integrated, meaningful approach to communicating data and telling stories with the data. This role will work across teams to develop and support a robust CQI program, drive an organizational culture of leading by data driven decision making, be responsible for general data management and analytic responsibilities, and provide data analytic support to project.

The Data Specialist will work closely with team leads, senior and executive leadership to support the management and analysis of project data through a highly collaborative approach. The Data Specialist will perform data analysis, create visualizations, and provide translation to multiple audiences and groups with varying degrees of data literacy, building capacity in this area across the project. Report to the Sr.

Manager of Knowledge Management and Capacity Building but work across numerous teams, including the Data and Evaluation team, in a matrixed, teaming structure.

Key Responsibilities

Support teams in the implementation of quality assurance and continuous quality improvement programs

Build staff and team-level capacity for using data effectively in quality management activities and decision making

Support data quality assurance activities and prepare data analyses in preparation of material for inclusion in monthly, quarterly and annual reports, and other products/reports as assigned

Assist in the analyses and presentation of data in multiple environments and for various audiences (client, teams, leadership)

Design and generate customized data visualization reports for a wide variety of audiences

Use machine learning algorithms, as appropriate, to detect patterns and correlations in data

Participate in meetings with client, teams, leadership, committees and work groups as appropriate

Basic Qualifications

Master’s degree in statistics, economics, mathematics, sociology, or related field from an accredited university

A minimum of at least 1-3 years combined education, training, and relevant experience.

Basic Skills

Proficiency in data analysis and visualization tools plus a highly collaborative approach when working with teams.

Prioritize and manage multiple tasks under critical time frames; demonstrate strong attention to detail and quality check all outputs.

Work both independently and collaboratively

Strong written and verbal communication skills to share information related to complex data analyses to a variety of audiences.

Proficient use of SPSS analytic software

Ability to manage and analyze data using Microsoft Excel

Strong mathematical, analytical, and data modeling skills

Preferred Skills

Proficient use of Tableau, Power

BI or similar visualization software

Knowledge of R software and Python programming language

Familiarity with child welfare
