ICF seeks a MS Developer to support its efforts within the Child Welfare and Adult Education (CWE) line of business, including for the Child Welfare Capacity Building Center for States (Center for States) contract with the Children’s Bureau. CWE provides a variety of services and strategies on behalf of and to federal, state, and local clients. Services seek to strengthen and improve programs focused of the wellbeing of children and families. Projects provide direct TA and capacity building services, as well as evaluation and knowledge management/transfer on topics that cover the spectrum of child welfare, juvenile justice, and immigrating families programs. The Center for States’ purpose is specifically to support and enable child welfare agencies across the country to build on and expand their ability to serve their communities and to keep children safe and families strong. The Center helps advance the Children’s Bureau’s priorities around shared decision-making with individuals with lived experience, racial equity, and providing prevention-oriented services to help all families thrive.

The MS Developer should be a Microsoft 365 Power User with expertise in using Power BI, SharePoint, Teams, and Power Automate, with working knowledge of MS Power Apps, Dynamics, and Power Operations. As the MS Developer, your role will be to implement solutions for program teams who primarily use Microsoft SharePoint and Teams for collaboration and Power BI and Power Apps to facilitate its work. As the MS Developer, this role will be required to build collaborative solutions designed to manage information, streamline data collection, simplify reporting, and gather information. The ideal candidate possesses excellent development skills, coupled with a proactive eagerness to learn, ability to successfully manage competing priorities, engage with diverse groups, and demonstrate flexibility.

This is a fully remote position where candidates must reside and work in the U.S. Candidates will not be able to work from other countries even in a temporary capacity.

Key Responsibilities

  • Work closely with program and business teams to understand their goals and needs in order to anticipate and propose efficient solutions that will support achievement of goals.

  • Design, develop and manage Power Automate workflows, lists, permissions, views, SharePoint solutions, Teams, and Dynamics solutions to automate business processes and improve efficiency across the organization.

  • Develop project reports and dashboards and assist in larger reporting activities required by the client.

  • Set up reports with Power BI Desktop using Power Query data modeling and configure data visualizations to client specification.

  • Provide secure collaboration portals to projects within Dynamics.

  • Write custom scripts in Dynamics specific to client needs.

  • Explore innovative ways to leverage these tools to improve business processes.

  • Keep up to date with the latest trends, features, and capabilities.

  • Monitor and troubleshoot issues related to developed solutions.

  • Create and maintain requirements and technical documentation.

  • Provide training and support to end-users on Microsoft 365 suite apps, which includes writing user training documentation for creating and publishing Power BI reports.

  • Communicate effectively in a professional, respectful, and timely manner, prioritizing clear and efficient information exchange.

Basic Qualifications

  • Bachelor’s or associate degree.

  • Minimum of 5 years’ experience developing Power Automate Workflows.

  • Minimum of 5 years’ experience with SharePoint including possessing a strong understanding of the various features, such as lists, libraries, content types, and permissions.

Preferred Skills

  • Experience in Dynamics, Project Operations, and Power Apps.

  • Lived and/or professional experience working across various differences (e.g., race, ethnicity, language, gender, income, education, power) and/or lived experience in the child welfare system.

Pay Range – There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:

$76,848.00 – $130,642.00
