Director of Application Development

Location: Telecommute / Remote

SUMMARY

The Director of Application Development is responsible for all facets of enterprise application development including customer management, project management, application architecture, business and systems analysis, testing and software engineering for the Paradigm’s provider applications and data.

He/she is expected to participate with Sr. Management team meetings making appropriate recommendations for improvements and/or additions that enhance the efficiency and effectiveness of the information technology services and operations to support the mission of Paradigm. The Director of Application Development works closely with business partners and serves as a strategic liaison to the IT department. He/she is also responsible for maintenance and level 2 production support of custom-developed applications.

DUTIES AND RESPONSIBILITIES:

Assist in the creation, and drive the execution, of the Information Technology Strategy Plan that will leverage information and technology to deliver products and services in an effective and efficient manner unique to the market that supports the company’s growth and expansion.

In conjunction with the CIO, create collaboratively with the Operations management business case(s) for proposed new IT initiatives that improve the Company’s operating capabilities.

IT Senior Management

  • Provide leadership for the development and maintenance of company’s technology applications
  • Keep abreast of federal and state laws and policies that affect the management, or use of technology or information
  • Ensure that the implementation of technology will occur in an integrated manner designed for the benefit of company and its employees
  • Research and disseminate information to the team on technology best practices in the use and management of technology
  • Responsible for the design, development, construction, testing, and deployment of all corporate applications
  • Responsible for technical engineering design, technical standards, and technical architecture of Paradigm applications
  • Responsible for application source code control and deployment
  • Responsible for all project management associated with the delivery of application development projects
  • Responsible for all provider data solutions

Application Architecture

  • Develop, document, and communicate Architecture Standards that support both short- and long-term goals of the enterprise using an SOA architectural approach
  • Develop a solution architecture framework and corresponding implementation roadmap;
  • Design, develop, and oversee implementation of end-to-end integrated systems
  • Develop in-depth knowledge, and document the organization’s existing IT Architecture/infrastructure, as well as current and future state technology portfolios

Application Development

  • Manage the maintenance and support of existing systems
  • Define, develop and implement best SOA practices in design, development, build/deployments, and unit testing
  • Develop KPI/metrics to manage team and individualperformance in accordance with SLA’s
  • Work with cross functional teams to develop and track software development project deliverables such as development schedules, status reports, resource plans, issues/risks and mitigation plans
  • Manage resources relating to projects andproduction support activities
  • Provide database and infrastructure groups the hardware and configuration requirements to make sure that the development environments will not be a bottle neck due to lack of hardware resource; maintain the development environment landscape to allow for scalability and maintainability
  • Lead the assessment and implementation of third-party controls; manage its inventories and implement a common library within the organization

Management

  • Supervise the work of other application development team professionals and effectively delegate responsibilities to staff to enhance their professional growth
  • Develop and mentor personnel and managing related HR activities including annual reviews and performance feedback
  • Work closely with IT Management to ensure Application Strategies and Architecture is aligned to business objectives and conforms to best practices
  • Ensure communications between team members and business users is frequent, timely, and accurate
  • Supervise information systems department personnel, including specialists in: business analyst, systems analysis, software engineering, QA Analyst, and project management.
  • Responsible for complying with Paradigm IT security requirement and policies.
  • Responsible for safeguarding Paradigm or Paradigm related IT passwords.
  • Responsible for notifying Paradigm of any IT security incidents per Policy No. 16.0 Information Security Incident Management.

QUALIFICATION REQUIREMENTS:

  • B.S. Computer Science, Information Systems or related field is required; Advance degree is a plus
  • At least 8 years of experience in technical applications design, development and management; with a successful track record of managing applications development teams in web-based development, distributed systems and web services in a mid to large size organization
  • 8-10 years of software development management experience overseeing mission critical, high volume transaction systems with or without users (EDI)
  • Experience leading the design of and management of provider data management solutions and patient-directed provider selection and appointment scheduling
  • Experience with acquisitions and subsequent system consolidations and migrations specifically with provider applications and data preferred
  • Demonstrated successful implementation of SDLC ensuring minimum required development artifacts are developed and completed by development team members
  • Advanced knowledge of solution development, systems analysis/design, programming techniques, testing, and release management
  • Demonstrated ability and experience working in a matrix environment
  • Healthcare and/or Workers Comp industry experience is highly desirable
  • Effective communication, organizational, presentation and execution skills required (both written and oral) Strong interactive problem solving, decision-making, and leadership skills;
  • Ability to multi-task to support multiple initiatives

Project management and organizational skills.

  • Ability to manage and plan for large-scale technology change in a dynamic environment.
  • Ability to plan and monitor major projects with broad institutional impact.
  • Experience in major software and hardware systems procurement and implementation.
  • Ability to develop and manage departmental budgets.
  • Knowledge of and ability to draw from other disciplines (business, group dynamics, organization behavior, etc.) to facilitate change and to support the work of information and instructional technology service.

Information Security:

  • Design and lead the implementation of security controls, taking into account government regulations, contractual requirements and the company’s risk acceptance thresholds
  • Monitor compliance with security policies and take remedial action as appropriate
  • Monitor security-related events and lead incident response activities as necessary

Communication and influencing skills

  • Ability to communicate clearly, both orally and in writing.
  • Ability to address technical issues tin both technical and non-technical terms.
  • Ability to develop and make presentations to a diverse audience.

Technical abilities

  • Knowledge of current IT applications, methods, and standards.
  • General knowledge of methods of modern information system design.
  • Knowledge of state-of-the-art computer hardware and software.
  • Demonstrated ability to identify trends and exercise mature judgment about the role of information services in healthcare.
  • Technically savvy with ability to guide successful technical delivery, expert knowledge of Java and AWS is preferred
