Summary This position is remote work and telework eligible consistent with the Agency’s telework and remote work program policy. This position is located in the Office of Finance and Operations (OFO), Office of Human Resources (OHR), Recruitment, Staffing and Compensation Division (RSCD). RSCD is responsible for providing operational and advisory support for the recruitment and management of ED’s career positions. As a Human Resources Specialist, GS-0201-09, you will be responsible for: • Assisting with troubleshooting complex problems associated with comprehensive recruitment placement services for assigned organizations. Providing technical assistance to agency staff in resolving recruitment and placement problems including defining issues, determining applicable precedents, laws, or regulations, and identifying the most effective approach and technique to validate the correctness and propriety of the actions taken. Provides suggestions for evaluating trends in missions, technology, manpower, fiscal resources, and other factors influencing future needs. Assists in identifying the need for studies to design and plan a future HR program that is responsive to dynamic changes in the Office of Human Resources. • Using tact, diplomacy, and patience when communicating and dealing with others, e.g., co-workers, managers, supervisors, and internal/external customers. Provide timely and accurate responses when requests for information or assistance is received. Research will be conducted to ensure that the provided response is accurate, expeditiously carried out, answers the question(s) posed, and/or meets and complies with current established statutes/regulations, policy, guidelines, processes, procedures. • Assisting with applying a thorough understanding of classification principles, and concepts to interpret and adapt classification standards/guides to secure sound classification on positions. Assists in determining the correct classification by comparison to existing standards related to the work and prepares necessary evaluation statements. Participation must be requested and approved by the supervisor and there must be a signed telework agreement. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor. Qualifications Minimum Qualification Requirements You may meet the minimum qualifications for the GS-09, if you possess the specialize experience, education, or a combination of the two. Specialized Experience for the GS-9 One year of experience in either federal or non-federal service that is equivalent to at least a GS-07 performing two (2) out of three (3) of the following duties or work assignments: 1. Experience processing and/or reviewing a variety of federal personnel actions utilizing the Guide to Processing Personnel Actions (GPPA). 2. Experience assisting higher graded personnel workers in staffing and/or classification related operational assignments. 3. Experience setting pay for new hires and researching pay setting issue. OR EDUCATION (see EDUCATION SECTION of the vacancy announcement) OR A combination of both education and experience in which the total percentages must equal at least 100 percent to qualify an applicant for that grade level Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Knowledge of human resources management functions to independently perform routine technical, advisory and consultative services. 2. Knowledge of the organizational structure, and programs of assigned areas to provide advice to management. 3. Ability to prepare reports to convey basic human resources management information. Education You may meet the minimum qualifications of this position by meeting the following education options. (GS-9) Two years of graduate education (beyond a bachelor’s degree). or A master’s degree or equivalent degree or LL.B. or J.D., if related or A combination of specialized experience and education that when taken as a percentage of the required education and experience total 100% or more. Foreign Education: Education completed in foreign colleges or universities may be used to meet education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States.
