The Latino Economic Development Center (LEDC) is a non-profit, tax-exempt community development organization founded in 1991. LEDC’s mission is to drive the economic and social advancement of low- to moderate-income Latinos and other underserved communities by equipping them with the skills and tools to achieve financial independence and become leaders in their communities. We achieve our mission through small business development and lending, homeownership counseling, and affordable housing preservation.

Tenant Education and Services Program

The Maryland Tenant Education and Services Program, as part of the Housing Department, works to preserve affordable rental housing and prevent displacement of low and moderate-income tenants due to loss of a subsidy, code violations, sale, or conversion of affordable housing. LEDC accomplishes these goals by educating and organizing tenants, providing technical assistance to tenant associations, and advocating for affordable housing policies that benefit low-income renters.

The Maryland Outreach & Education and Specialist will be responsible for the following activities:

  • Outreach to tenants at risk of eviction through door knocking, virtual seminars, and neighborhood in-person training.
  • Develop educational outreach material.
  • Attend Montgomery County HHS & DHCA meetings and work closely with them to identify high needs within the Latino and other underserved communities.
  • Educate tenants through group workshops on topics such as tenant rights and responsibilities, unit conditions, and fair housing law.
  • Organize campaign activities, mobilize tenants, conduct training, create campaign material and media outreach.
  • Advocate with official elected authorities to improve or create programs benefiting low-income tenants in Montgomery County.
  • Assist with administering County rental and utility assistance and other emergency programs in Montgomery County.
  • Provide general case management and referral services for all tenants in need of assistance linking them to the appropriate resources.
  • Establish and maintain relationships with local service providers and develop a resource guide.
  • Establish and maintain relationships with landlords and property management companies to offer to their tenants the services LEDC has available.
  • Provide translation and interpretation between landlords and tenants when needed.
  • Maintain records in Database, must regularly update records of tenant demographics, meeting attendance, and details into our database – CMAX, Excel Spreadsheets and any other tools that are used by the program.
  • Strong computer skills and proficiency in Microsoft Office, Canva, Adobe Acrobat Pro DC, Google Suites, Zoom, Microsoft Teams, and other relevant software/programs.
  • Able to pass the National HUD Certification Exam within 90 days of employment
  • Support to submit detailed and timely monthly reports to funders.
  • Must have access to reliable transportation.
  • Other tasks as necessary.

This is a full-time, 40 hours a week position that requires night and Saturday hours.

Required Qualifications: Bilingual in English and Spanish. Strong writing and public speaking skills. Strong attention to detail and advanced problem-solving skills, culturally sensitive and respectful of people from various economic, social, and immigration status. Positive attitude, outstanding interpersonal communication, and the willingness to develop working relationships with a wide variety of people. Ability to research, plan and implement programs; ability to collaborate with multiple stakeholders and work independently with minimal supervision. Flexibility and willingness to work after normal business hours multiple times during the week including work on Saturdays.

Preferred Qualifications: Strong general knowledge of tenants and related housing issues in Maryland with a focus on Montgomery County. One year of volunteer and/or paid experience at a non-profit organization focusing on the economic empowerment needs of low-income individuals. Experience with community organizing, popular education or providing direct services to low and moderate-income Latinos and advocating for affordable housing issues.
