GovCIO is currently hiring for a Senior Program Manager to to support the Department of Veterans Affairs Health Portfolio. The Program Manager will be a hands-on sub-portfolio leader who will be responsible for day-to-day oversight of multiple projects as well as participation in the development and implementation of the overall Health Portfolio strategy. The candidate will also participate as a working team manager, so strong experience in hiring and managing a large pool or resources is important. The Program Manager will be responsible for client interactions and ensuring that assigned projects are staffed with strong resources that produce quality deliverables against scope and schedule. The environment is dynamic and client needs are often evolving; flexibility and forward-thinking views are important for success. The core hours of operations are 8 AM to 5 PM Monday through Friday Eastern Time. This will be a fully remote position.


Directs all phases of programs from inception through completion. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.

  • Manages one or more programs of size and complexity, may manage an operating/field office, and supervises professional and technical personnel performing in their customary disciplines.

  • Maintains aggressive efforts to achieve objectives.

  • Prepares manpower staffing plans, including skill and labor mix, to support contract operations. May be responsible for recruiting, interviewing, and hiring staff.

  • Monitors contract, subcontract, and funding; prepares forecasts of program financial performance.

  • Acquires follow-on business associated with areas of responsibility and supports new business development by leading major proposals personally, or through subordinate program/project managers.



  • Demonstrated experience managing programs with complex data processing requirements while meeting strategic organizational goals and objectives

  • Experience with program control, including development of controls used to manage performance, cost, schedule, and resources as well as Work Breakdown Structure (WBS) elements reporting regular status, progress, and accomplishments to leadership

  • Experience managing programs delivering systems/tools/solutions in production, while planning for and transitioning to better technology solutions

  • Ability to extrapolate and communicate a client’s main challenges and pain points and the ability to craft strong solutions and make recommendations to solve them

  • Experience with Electronic Data Interchange (EDI) for submission of medical claims, eligibility, payment, and remittance advise, claims status inquiries and response, referrals, and enrollments

  • Experience in all areas of the Software Development Life Cycle (SDLC), enterprise-wide network engineering, strategic information planning, business process reengineering, structure and management practices

  • Experience managing teams using multiple agile delivery models including Scaled Agile Framework (SAFe), Lean Kanban, DevSecOps, or other iterative development approaches

  • Experience working with product teams to enable DevSecOps tools and techniques

  • Experience with developing requisitions, interviewing, staffing, and overall resource management

Required Skills and Experience:

  • Education Requirements: Bachelor’s degree in engineering, Computer Science, Systems, Business or related scientific / technical discipline

  • Years of Experience Required: 15+ (10 years can be substituted for a bachelor’s degree)

  • Ability to work independently with minimal guidance and supervision

  • Experience working and managing large teams in remote environments

  • Strong communication and negotiation skills

  • Advanced senior executive presentation skills and experience, including building well-polished, executive-level briefing material

  • Must be able to use qualitative and quantitative analytical skills to assess the effectiveness of operations

  • Must have experience with diverse IT projects both large and small

  • Must be able to assist senior leaders with aligning strategic planning to the improvement of cost, schedule, and performance

  • Must be able to multi-task to serve as both manager and participant in projects

  • Experience interviewing, researching, and defining criteria to elicit organizational level strategic goals, mission and vision

Preferred Skills and Experience:

  • Leadership experience working directly with the Veterans Affairs or other government agencies on healthcare programs and projects

  • Experience with the management of healthcare claims and adjudication in a hospital environment

  • PMP Certification, Scrum Master Certification, or other Agile/SAFe certifications

Posted Pay Range

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.

Posted Salary Range

USD $135,000.00 – USD $150,000.00 /Yr.
