Abt seeks an Associate in our Technical Assistance & Implementation Capability to work on youth homeless and Youth Homelessness Demonstration Program (YHDP) technical assistance (TA) projects funded by the U.S. Department of Housing and Urban Development (HUD) and federal partners. Through these projects, our team supports communities nationwide in developing and implementing equitable, effective, and human-centered homelessness response systems and programs. This position will require travel up to 25%.

Core Responsibilities

Specific job responsibilities include:

  1. Leading large direct TA engagements within specific communities. These engagements are designed to help YHDP award recipients, other homeless service providers, local partners, and public officials improve their local crisis and housing responses to homelessness, address disparities, and achieve significant reductions in homelessness. Areas of direct TA may include:

  2. Cross-system and cross-community partner engagement and collaboration

  3. Technical support on eligible costs, activities, and participants for YHDP-funded projects

  4. Grant management and implementation, including grant spending strategies

  5. Coordinated entry policy, design, and implementation

  6. Homeless Management Information System (HMIS) and other data collection design and analysis, including disaggregation by race, ethnicity, gender, and other characteristics

  7. System modeling and coordinated investment planning

  8. Local request for proposal processes to allocate available funding (design, implementation, scoring, and decision-making)

  9. Community-wide planning process design and facilitation and written plan development

  10. Continuous quality improvement design and implementation

  11. Uplifting core principles in practice, including but not limited to: authentic partnerships, decision-making, and power-sharing with people who have experienced homelessness, intersectional equity, trauma-informed practices, Housing First, harm reduction, targeted universalism, and data-informed decision-making.

  12. Assessing needs, developing and implementing capacity-building strategies, and evaluating impact, while managing budgets, project deliverables, relations with the TA recipient, and relations with HUD and other funders.

  13. Developing tools and guidance to be applied within specific engagements and shared nationally to support local efforts to address challenges related to ending homelessness, addressing disparities, and developing long-term housing and community development solutions.

  14. Facilitating knowledge-sharing to promote cross-learning within Abt and externally (e.g., communities, HUD and other clients, and with our colleagues at other firms) to ensure all of those working to end homelessness can cultivate and apply equitable and effective strategies.

What We Value:

Candidates must have experience leading or supporting work in one or more of the following areas:

  • Supporting system-level efforts to prevent and end youth homelessness

  • Community-level intersectional equity, diversity, and inclusion work, to identify disparities and support planning processes focused on advancing equity, ideally in the context of efforts to end youth homelessness

  • Leading, or supporting the development and sustainability of a youth action board (YAB)

  • Facilitating processes to analyze and optimize local housing systems (i.e., system modeling), ideally leveraging Homeless Management Information System (HMIS) and other data

  • Designing and implementing youth-dedicated programs and intervention approaches that center and are driven to meet young people’s needs and experiences

  • Other technical assistance work related to housing; conducting research / evaluation related to homelessness, housing, community development, and equitable systems

  • BA/BS + 11 years of relevant experience, MA/MS + 7 years of experience, PhD + 4 years of relevant experience, or no degree and 15 years of relevant experience.

This position offers an anticipated annual base salary range of approximately $91,000 – 146,000 and may vary by ten percent depending on candidate geographic location. Salary offers are made based on internal equity and market analysis.
